I tried to do a reset on my computer because my user folder was not set up correctly and I wanted to reset my computer. When I did the reset it got stuck cycling a restart at 64 percent while trying to reload the operating system and it won't do anything else.

Welcome! Thank you for posting in the HP Support forum.

 

This is happening because the recovery process could not complete, was interrupted at certain %... Therefore, you now have no operating system installed (or semi-installed) and the PC cannot load operating system.

 

For some reason your PC could not complete the recovery process. This could be due to software or hardware related reasons (examples - corrupted recovery image/recovery partition or some hardware issue).

 

 

If I were you, I would perform some basic hardware checks just to be sure the HDD is not corrupted in some way

If it turns out OK, I would use HP provided recovery media to reinstall Windows and complete the recovery process.

 

 

Perform some basic hardware checks

 

1. Please, shutdown the computer using the power button

2. Power it on.

2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).

This should open a HP Startup Menu which may look similar to this one

 

3. Choose F2 to open System Diagnostics. Follow the on-screen instructions to perform System Test >> Quick test.

If there are no system checks/no quick tests, perform HDD and RAM check.

 

 

 

 

If the test results are OK (pass) , contact HP to order recovery media from them - it will probably be USB device with Windows 10 on it.

Once you receive the recovery media, you need to boot the PC from it and follow these instructions to install Windows:
