As I understand you want to set a time for the hp logo display,

No worries as I'd love to help, however, I need a few more details to provide an accurate solution:

(I appreciate people who talk less but with a number of words you've used, I'm having second thoughts 😛 )

That said, Are you referring to the amount of time the HP LOGO is displayed before the computer boots into windows?

If yes, are you able to access windows?

And which version of windows are you using with this computer?

That said, please read the below information about HP Logo:

 

During the second half of 2011, HP made an effort to reduce the time required for the start-up sequence. One of the issues that users have encountered, and is a source of some confusion, is that the HP (Compaq) logo has disappeared from the start up sequence.

 

HP Logo removed from Start Up sequence - The notebook is working as intended. Many HP notebook PC platforms no longer display the HP logo during the start up sequence. This allows the start-up sequence to proceed more rapidly than before, If you encounter problems during the start up process, see Overview of How to Troubleshoot Problems When a Computer Does Not Start Up or Boot Properly for additional assistance.
