laptop throttles down and performance drops drastically

OMEN by HP Laptop PC - 17-w033
Microsoft Windows 10 (64-bit)

 After a few minutes playing games with excelent frames, the whole system throttles down and game becomes unplayable. No overheat detected in any compnent. Laptop is plugged in all times. I always use a cooling pad.  

 

I tried tampering with windows power options but no use.

 

 

I did find out that if i unplug it from power and plug it in again the issue is momentarily resolved.
