turning on camera

Pavilion Gaming N/book AK085NA
Microsoft Windows 10 (64-bit)

Windows Hello has become unable to turn on the 3D face recognition camera for sign-in.  When I boot up or go to the unlock screen Windows says "Turning on camera" but most times now the camera doesn't light up so it can't get to the recognition stage.

Sometimes after a while it will say "Couldn't turn camera on", others it just stays at "Turning on camera" indefinitely.

The camera is working OK for the Intel RealSense demo app
