Yeah, the "troubleshooter" won't help this user, because it has nothing to do with webOS or the Touchpad.  Unfortunate that an HP employee doesn't know this, but that's what it has come to here.

 

You're unfortunately pretty much out of luck.  You can't restore your data from HP's webOS servers because they no longer exist. This stickied thread gives you a run-down of how this problem used to be fixable, by bypasssing the webOS servers. But the last time I checked the links which it sends you to, many of them didn't work any longer.

 

One solution for at least salvaging your Touchpad hardware might be to install Android on it.  There are threads here on how to do it, and on the interwebs.  Sorry the news isn't any better.
