Operating System: Microsoft Windows 11

Hp 6700 with new cartridges. Reset 3 times. Will not allow me to access “tools” unless I remove color cartridges. At that point will not accept “clean printer head” drop down unless cartridges are replaced. Then same message to contact hp support.
