Black streaks on left side of paper

The printer I am using is an old model, however it was just recently unboxed and set up, so it is essentially brand new.  Since page 1, the printing on the left side of every page is smeared and streaked.  What would be causing this on a freshly set up printer?  I have attached a file of what it is doing.

Might be a toner cartridge. Remove the toner and inspect the bottom green roller drum.
