macOS 11.0 Big Sur

When I print out any color prints, I am getting blue dots about 1 inch spaced apart on both sides of the prints. If it is just text I am printing then it doesn't happen or is very faint. But if I am printing a picture (Which I do often) The dots are there. I have gone into setup and ran the cleaning prints, and then went into Reports and ran the supply reports and the dots were gone. Then I printed a picture and they were back. I took the Cyan cartridge out and used alcohol to wipe down the roller, put it back in, printed another picture and the dots were still there. 
From what I can gather it sounds like an issue with the Cyan Cartridge. If that is the case and the only way to fix this is to replace the cartridge, does HP offer any rebates or money off a new one being the old one is defective? Any other alternatives?

It's the cyan toner cartridge, you should claim it for a replacement. If possible ask the seller who sold you the printer can you claim it to them.
