Hi, I bought my printer in India and now I moved to Netherlands, I need to change the region of my printer if I want to be able to use cartridge sold in Netherlands.
Can you help me fixing this issue.

I'd like to help!
We need to perform a regional reset on the printer to resolve this issue.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
In order to access your private messages, click the private message icon on the upper right corner of your HP Support Community profile, next to your profile Name or simply click on this link.

You will need to Contact HP to request a "Regionalization Reset". There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP and will need to have the full featured driver installed on your computer. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work. HP's web page on the subject is here.
I have also seen folks having good success posting to the HP Support Facebook page here to request a regionalization reset.
