cartridges 954 (Costa Rica) - Here in the US I can only find 952 - But they don't work
warranty expired nov 2019 - so tried to contact HP service; just AI answers. Not helpful at all, as I cannot speak to someone to have it reset.
I need to get a code from HP to change the region of my printer so it can accept the new cartridges, as I cannot find the 954 at all.

The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
