Cyan cartridge not functioning prop[erly

macOS 10.15 Catalina

The blue on my colour printer isn't coming through adequately so all the colours are distorted.  Six weeks ago I had an email from HP Instant Ink acknowledging recent cyan cartridges to be defective and promising to send out a new one in "four to six weeks".  Nothing has been sent. I have tried replacing the cartridge and cleaning my printhead (many times) but the problem persists.  The HP site's bot is hopeless over this issue.  I tried waiting to get a response from the call centre but gave up after waiting ten minutes.   Can anyone advise me?
