DEPLETED INK CARTRIDGES FROM HP

OFFICEJET PRO 8620

We are enrolled with the instant ink scheme, had an ink low message , so replaced. the cartridges I put in were from HP and they are less than a quarter full and the black is completely depleted? Can't print at all! Anyone else, and what should they do?

* Also They pack was sealed still. and I have gone through the steps posted. nothing. cant run a business without printing- not good for year end!!
