HP Recommended

Getting the following Cartridge problem after replacing with new HP XL950 and 951 on HP Officejet Pro 8600 Plus.

( Shows; One or more cartridges appear to be damaged. (K) Remove them and replace with new cartridges.)

Contacted Best Buy where I purchased the Combo of all four and they replaced with new set. Not only did the same problem came up, but the C cartridge showed depleted straight out of the box. It has been my experience all new cartridges purchased came sealed in a mylar type wrapper. Both sets of Cartridges came with no wrapping, boxes sealed from the factory. 

My question is this HP's method of shipping new cartridges? If so customers are paying high dollar and not receiving quality products. Please advise!
