HP Instant Ink keeps changing my payment method

It is impossible to get support!  I have had an issue with HP Instant Ink constantly changing my payment information, then I get a message telling me to update my payment method because they couldn't get a payment.  How do I submit an actual complaint to HP regarding this!  The selection options above are ridiculous and don't apply to my inquiry.
