HP OfficeJet Pro 8720 All-in-One Printer

I have been billed regularly via the HP InstantInk program, but have not received any supplies in a long time.

My son just informed me that he has been buying ink for the last year or so. I can't remember the last time HP sent ink refills. Does HP wait until the cartridge is completely empty before it sends replacements?
