Microsoft Windows 11

HP Officejet Pro 8025 stopped printing color.  This happened before I updated from Windows 10 to Windows 11.  I ran the troubleshooting software, both while on Windows 10 and then again when on Windows 11.  I followed all the Virtual Agent instructions while on both Windows 10 and 11 - (test pages did not print in color).  I cleaned printheads and installed all new HP color cartridges.  Still no color.  I have been printing in just black since color is not working.  Odd thing is, when I first installed the new color cartridges, the software showed all 3 cartridges as being full.  Now, after printing for a while in black only, the software is showing all 3 color cartridges as almost empty. 

My questions are: 

1) What needs to be done to restore color printing? 

2) How is it possible all three new color cartridges are almost empty when the printer has been printing in black only?
