How get HPs attemtion of a billing error thru paypal for my instaprint plan?

HP Recommended
HP Inkjet printer
Microsoft Windows 10 (64-bit)

I changed my plan and was supposed to be billed for $5.99 starting 12/10. Instead there was an auto payment charged to my account for #12.99. Navigating HPs support page inevitably land you back with the utterly useless Virtual Assistant.

Anyone know how I can break out of the loop to get to someone in billing?
