I need to do a regionalization reset on my HP Officejet Pro 8610. Even though I have used this printer successfully for at least the last eight years, it now believes that I have changed regions since my last ink cartridge replacement and my new cartridges are "incompatible".

@KCinKC, Welcome to the HP Support Community!
What is the exact error message?
Are you using z10 or z20 ink cartridges? Check the old and the new for the difference.
For now, perform the steps mentioned in this document - HP Printer Does not Print and Error Indicates Faulty Ink Cartridge
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
