Ink cartridge doesn't work

I opened a new Tri-color cartridge which is within warranty.  It doesn't work.  I went through all the on line steps to conclude what I knew all along...the cartridge is defective.  The virtual assistant says to check the warranty.  The page regarding the warranty tells you to contact HP support and sends you back to the page you began with.  No way to contact.  The warranty page says...

How to make a claim, or return an HP Inkjet product

If a problem with an HP Inkjet product occurs, visit the retailer, call the regional customer support phone number listed on the product insert, or click Contact HP on this page for more support options.
 
The retailer is closed.  Even if open, some retailers (i.e. Walmart) refuse to return a cartridge since it has been opened (duh).  I don't have a regional phone number to call and Contact HP takes you to the beginning of the loop and no way to contact anyone.  
 
Another page seems to indicate it will help you with a defective cartridge error but it just wants to troubleshoot the printer.
