Hi, want is the best iron-on transfer paper for HP OfficeJet 4650 and will that transfer good on PET/LLDPE material? Below is a image of the bag.

None, you need a sublimation printer and a sublimation ink if you want to heat transfer to that material.
If you are doing a large production get yourself a cheap sublimation printer, if you need only a few then ask someone around you that already works in sublimation business.
