M507 some text darker than other

M507 LJ printer. Some of the text prints much lighter the the rest. I just replace the fuser and rollers. Still having the same problem.

The contrast here in the picture doesn't do it justice. The lettering below the line showing how much toner is available is where the issue is. i included a second picture that may be a better example.

Another thing the toner cartridge I have installed is brand new. I'm not sure why it is showing low.

What kind of paper is that, doesn't look white, is it recycled paper? The invoice is that preprinted sheet?

It's probably just a shadow from the picture. It's new paper, 92 Brightness, 20lb. The last picture is a scanned copy.
