I am receiving an error which says Use Set Up Cartridges and it disallows me to preform any function on the device. It is a DeskJet 3070a Printer. I want to factory reset the device and need your help. I have already disconnected the power supply and removed the ink cartridges etc

Bypass of the setup requirement is discussed in the last post here
Note that this only allows you to ignore setup cartridges and has no affect on using instant ink cartridges.
I myself do not know the procedure nor have access to any documents providing this information. if you do get it to work please send me a personal message describing how it was done.
