No cartridge sent for last 2 months

Instant ink printer

I have HP instant ink printer and subscription for last 1 year but since last 2 months my color cartridge is completely empty but no in cartridge is sent to me... called customer care service three times and they say you will get a call but never received any call or the cartridge... I can’t print color prints at all even after paying full subscription fee... such a horrible customer care service and overall so disappointed with it for last two months.... not sure what can I do other than keepi calling customer care? Or cancel the service or any pointer where n how to make  a formal complaint to HP?
