Product: HP ENVY 4500 e-All-in-One Printer
Operating System: Android 9.0 Pie

The printer is not printing a full page on photo paper it's missing about a inch or so

I would guess the Size is set to "Fit to Page" or perhaps "Original Size".

 

Example - HP Smart - Mobile - Photo Print > Transform > Resize & Move

HP_Smart_Mobile_Image_Print_Resize-Move_9HP_Smart_Mobile_Image_Print_Resize-Move_9
