This is the way the Instant Ink Print-by-Page subscription service works.
A page is any content printed on a sheet of paper - or, in this case, an envelope.
The definition, and how this is done, is explained in your regional Terms of Service contract.
One Workaround (ignore if you don't like the idea): Print a sheet of labels on which you have entered the addresses.
Depending on the number of labels on the sheet, this does reduce the number of "sheets" charged to your account.

- It is NOT necessary that you be enrolled to read the contract
- Contract: Open the main website > Change region / flag > scroll down just past the FAQ
- Cancellation >> READ the Terms of Service Contract.
