Welcome to the HP Community --
Not sure it's an "issue" as much as it's just the way the printer is built.
This printer needs all ink cartridges installed and functional (have ink).
Why?
The printer uses the tiniest amount of color ink to maintain itself and to print at all.
If you don't think this older printer is worth the purchase of the full set of ink -- and true, "Ink ain't cheap" -- consider purchasing a printer that is closer to what you need.
Be careful, though, OfficeJet Printers want all ink installed,
Consider a printer that only uses two ink cartridges and can stand to print when there is only black in installed.
