Problems recycling toner cartridge

I would like to return a genuine toner cartridge to HP for recycling but the relevant web page isn’t working. I get an error code (400 I think). The first time I tried the page I got as far as requesting a label but the menu only seemed set up for US addresses and I am in the U.K. The new toner cartridge information suggests that recycling is taking place worldwide. None of the contact addresses seem to deal with this problem. This should be easy but is very frustrating! How do I get a prepaid label to send back a cartridge in the U.K.? Thanks!

• Order postage-paid envelopes or labels to return your HP ink and toner cartridges or Samsung toner cartridges by post.

A telephone number is also displayed at the end.
