Product: HP DesignJet T520 36-in Printer

After installing new HP ink cartridge's  our HP Design Jet T520 shows this message. There is a problem with the printer or ink system. please restart. 

I  have unplugged and restarted several times with no luck. 

 

The ink carriage will not return so I can recycle the print cartridges.
