I just bought another hp printer, but this time I was offered free ink for 6 months. But do I have to enter a credit card and will that card be charged during the 6 month period? What will my out of pocket expenses be?

I understand you are trying to enroll your new printer in the instant ink service.
Yes, you would have to provide your credit card to complete the enrollment.
You will not be charged during your free months, but if you print more than your chosen print plan you will be charged for the additional pages.
