HP Recommended

This is a HP 7520 printer.  It has a new ink cartridge that shows full.  the printer 'indexes' as if it is printing but the ink is not being applied to the paper.  I've checked to make sure the ink leaves the cartridge (dabbed it on a blank piece of paper-ink comes out) I've tried the clean head step multiple times.  What am I missing?
