Product: officejet pro 6978

I went to sign up for instant ink and wanted the 99 cent per month option because I don't do much printing but it only starts out at the 2.99 option.  Did anyone else have that problem or know why it's doing that?

If you are in the United States, ink plans start from $0.99 per month. Here is the screenshot from the website-
