Let me know if this is the first time you're setting up the printer and you haven't received the setup cartridges.
If the printer was already set up using the setup cartridges, and you're now encountering this issue, kindly follow the troubleshooting steps in the guide: HP Printers - A 'Use SETUP Cartridges' Error Displays | HP® Support

This is not the first time setting up the printer, have been using it for months. One day it came up with this error. i no longer have the setup cartridges. i have followed those instructions before but this still does not work.

Welcome to HP Support Community!
To bypass the message on the printer the only option left is to perform an OOBE reset and re-initialize the printer.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
In order to access your private messages, click the private message icon on the upper right corner of your HP Support Community profile, next to your profile Name or simply click on this link.
