Welcome to the HP English Community --

Hmm.  Not good.

Printers made by HP are made to prefer and use supported HP paper and ink made for the printer.

The result, as you know, is not normal.

Perhaps take a look at the Print Quality tools

User Guide - HP DeskJet Plus 4100e All-in-One Series

Fix Quality Issues, Starting on Page 89

What else?

If using "Best" quality on the print(s), back off and use "Normal"

Try printing a small, "normal" quality test photo on plain paper -- something that includes some of each color but is not dense.  The point is to test what the printer is doing without dumping a lot more ink into testing.

If you have some on hand, try using HP Advanced photo paper,  HP Advanced photo paper is 250 gsm, lighter weight than the premium paper -- when the premium paper is "too much" for any reason, the Advanced paper is a good choice.
