Hi, I live in an area where power brownouts are frequent, and if I'm fortunate enough to be at my desk when the power flickers I can stop the printer before it wastes paper and ink on the test page, but is there any way to permanently shut this feature off?

A small desk printer for home use, such as your HP DeskJet 2652 All-in-One Printer, typically uses around 10 to 50 watts max. In order to avoid these 'stupid test pages' getting printed, and, much more relevantly, prevent damage to your printer's (and PC's!) electronics, I would strongly recommend getting a small uninterruptable power supply (UPS).
Not only will this emergency power supply keep your printer from printing test pages, but more importantly will protect your equipment's electronics from potential damage caused by power spikes and brownouts.
