hard to say not knowing which printer you are using. some printers require you to expand the tray to load legal properly. If you do not do that the try will still think letter paper is loaded. On models like this there is usually a blue lever on the right front of the tray that you press and then pull the tray into legal position. Check the users guide at support.hp.com for a pictures on how legal paper is loaded.
