My roommate pays for this, but her card expired, so we used my papal as a placeholder until she could put in the new information. But, then she forgot about resubmitting her information, which is fine, but I don't know how to get a refund/have it charged to her card? I tried to get a hold of a representative, but I just ended up waiting in the "a person will be with you shortly" kind of message for 30 minutes.
What do I do?

Honestly, get the money from your roommate and have her update the information so that future charges are to her card. It is not HP's responsibility to sort out your financial arrangements with your roommate. If your roommate refuses to, cancel the Paypal authorization to bill and let her account go stale and her printer will stop working. If the room mate still does not pay you back, consider it a lesson in how your room mate treats people and stop propping the room mate up.
