Okay so we have an HP Laserjet M476dw printer in right now with a paper jam error. But there is no paper jam. After reading through various threads I was lead to the pick up wheel. When I messed around with the pickup wheel a bit and moved it the printer allowed me to print a single sheet. After that the paper jam came back. I can reset it to allow it to print once by moving the pickup wheel back and forth again, but it never lasts more than once. 

It's almost like the pick up wheel grabs the sheet and then over rotates and gets stuck in that position. I can't confirm that, has anybody seen this before?

Install new pickup roller and separator, it's worn out and not grabbing the paper. It's RM1-4426 for roller and RM1-4840 for separator.

I'm inclined to give that solution a try, but it does pick up the paper and print fine. It just only succeeds at doing it once before i needs to be manually reset. Is that part of the issue still explained by a bad pick up roller and separator?

You can remove them and clean in warm water with soap. Also you can remove the rubber on the pickup roller and rotate 180 degrees it so that the part of rubber that is not used gets used. The roller in a shape of D and the flat part oft that shape is not used, rotate the flat part to be the belly part of the D roller. Install back and test, if it works replace them in the future.
