I have tried cleaning it inside and out, turning the power on and off, and updating the driver. There is no paper anywhere stuck in the printer. It will not even pick up paper and automatically goes to paper jam.
I can scan from the photo bed but not just the paper feed which I really need for creating multiple docs into one document.

Welcome to the HP Support Community!
Have you followed all these steps here?
Tip: First change the source from flatbed to ADF in the scanning software. Then place the paper in the ADF.
Or are errors displayed?

make a screenshot of it and upload here, click on the icon "Insert photos", "Set format = Large", original size at least 200 KB.
Check the gears, as there is still a small scrap of paper (use a magnifying glass) hidden! Automatic document feeder

I don't know how old the printer is. But I suspect that there is no longer a warranty.
Therefore, I recommend contacting a service center, Find an HP authorized service center near you , to clarify the cost of repair.
