Do you want users to have to login to perform functions like copying or scanning?

My goal is to have the admin key in the pin number on the panel to make any changes, like IP address or DHCP.
On the Web interface, its password protected, which is perfect. However, I don't want any user to make any setting changes on the panel. I could lock it but it will lock everyone including the admin.

You are not looking in the right place. In the embedded web server go to Security>access control. Lock access for guest users and deny printer users access to networking or other features that you want secured. You can still access this by logging in at the control panel as the administrator using the password you have set. Change the default as any smart users will be able to figure out that the pin number printed on the sticker could give them access. DO NOT remove the sticker. If the password you set is forgotten or you are no longer with the company and the machine has to be factory reset, the default password reverts to the pin code on the sticker. Screen shot below of how I set my device to test it.

I confirmed your suspicions in your other post. Future note: creating multiple posts for the same issue only service to confuse the issue and irritate volunteers here who wind up replying to multiple posts for the same user which wastes our time. I apologize for the initial confusion in model numbers. As stated elsewhere, what you want to accomplish is not possible with this model. The E42540 would do this for you.
