If the error immediately comes back after power on the printer, then likely a sensor flag in the printer is stuck and causing the printer to think that there is paper somewhere in the paper path. When the printer is turned on it checks the status of all paper flags. You need to look closely at the paper path to make sure that no flags are stuck. When you look at the paper path there will be a small slot with a little bit of plastic sticking out. The plastic gets pressed down when the paper passes over it and that triggers the sensor. Other issue to check is that there may be a piece of paper wrapped around the fusing unit. (the part of the printer that melts the toner to the paper) This can be hard to see on some models so it might take some determination. If you find paper, be careful removing it as it is very easy to damage the rollers in the fuser if you are using any sharp objects.
