Paper feeder not taking label paper

I have a office jet 5222 and I am trying to print out labels but the feeder at the top is not taking paper, it keeps printing from the paper loaded at the bottom.  How do I get the feeder to print

All paper you want to print goes in lower tray ( load labels print side down in the tray).

The top feeder is used for loading originals when you want to copy or scan, you can't load paper for printing in top feeder.
