Not sure whether you can do so.
Some printers -- notably those in the DeskJet series, require a larger margin along the bottom edge (1/2 inch 12.7mm)
That said, XP, if it is not supported by your printer and full driver printer software, is likely limited to the bare minimum of the printer features - perhaps only those available using the Windows built-in Print drivers (if even those are supported and installed).
You might be in a tough situation with an unsupported printer and / or unsupported printer software for XP.
Other factors include the paper size & type -- does the printer support your paper?
Size, Type, and paper weight are factors.
What if?
If you are using a supported printer and running a supported Operating System / version, is the printer software installed??
More on Paper Size / Type -- the smaller the paper, the less control you might have over the margins, especially if you are printing in booklet format.
Margins are typically formatted in the original document --
Regardless of the size / dimensions you set in that document, the printer will print margins as supported by the printer hardware. (Remember >> Some printer models / series require a larger bottom margin.)
General Example - Supported Printer / Supported and Installed Full Feature Software

If the document is Exported to PDF, the margins are made part of the PDF file.
Depending on the paper size and the application / software used to print that PDF file, further restrictions might be added to the document (and margins) if the document does not fit fully on the paper size and shape. "Shrink to Fit" works to shove the document onto the paper but can change the output.
