Why haven’t any pages been mailed to me yet if my current plan qualifies me for 700 pages? I had gotten new printer HP DeskJet 2752e All‑in‑One Printer- and subscribe to plan - $0.99 plan / 10 pages a month and printer comes with free ink delivery for 6 months. I have gotten the ink cartridges in mail I’m on my first delivery but there hasn’t been any printing pages delivered yet. So basically I’m receiving ink but no paper to actually make use of it.

The subscription does not include the paper.
Paper is supplied by the subscriber (you).
The service is a Print-by-page subscription model.
The number of pages included varies with the particular plan.
For example, if your selected plan includes 700 pages per month, you can - without extra cost - print 700 pages of content.
You might want to read how the plan works before going too much further.
For example, any sheet of paper with any printing on that paper, counts as a "page".
Two-sided printed paper counts as two-pages.
