clear paper jam and press ok.

cartridges may be damaged. replace and try again.

 

(cartridge harness is in a stuck/locked position and will move to accessible position)

I understand the printer carriage is stuck. Kindly perform the steps mentioned in this document - Carriage jam or E3 error

Check for any jams inside the printer - Paper Jam Error

 

If the issue persists, and the carriage does not move automatically, I'm afraid this is a hardware failure.

Please reach out to the HP Technical Support team in your region regarding the service/replacement options for your printer. 

You may create a case on the website to obtain a case number if required. Kindly watch this video to know how.

cartridges are in an inaccessible position..... Harness is in a physically LOCKED position

If the carriage cannot be moved, it is a hardware failure. Contact the HP Support team for a replacement if the printer is under warranty.

If the printer is out of warranty, I suggest you upgrade the printer. You may visit Hp Store to check the available printers.
