hp deskjet 4152 won't forward the paper so it can print and out of paper flashes

I have a deskjet 4152 that won't advance the paper to print and the out of paper light blinks although paper is in the tray.
I have tried 10 to 20 sheets in the tray but the mechanism to pull the paper never starts or engages to pull the paper.
I tried the reset and print a test page but without the paper rollers pulling paper nothing happens.
