I have an HP OfficeJet 8028e.  I am getting a paper jam error and checked everywhere and there is no paper.

I have unplugged from the wall outlet, from the printer and it never reboots.

Thank you for posting your query, I will be glad to help you. 
If your HP OfficeJet 8028e is stuck on a paper jam error but there’s no paper inside and it won’t reboot, try these steps:

Perform a Hard Reset

  1. Unplug the power cord from both the wall outlet and the printer.
  2. Wait for at least 2-3 minutes to let the printer fully discharge.
  3. Press and hold the Power button (if it has one) for 15 seconds.
  4. Plug the power cord directly into a wall outlet (avoid power strips).
  5. Reconnect the power cord to the printer.
  6. If the printer does not turn on automatically, press the Power button.

Check for Hidden Paper or Debris

Even if you don’t see paper, sensors could be blocked by tiny scraps.

  • Open all access doors (front, rear, and paper tray).
  • Use a flashlight to check deep inside for stuck bits of paper.
  • Gently turn the rollers manually to check for jammed pieces.
  • If you see any debris, carefully remove it.

Clean the Paper Path Sensors

  • Some paper jam errors can be caused by dust on the sensors.
  • Turn off the printer and gently clean the rollers and sensors using a lint-free cloth and distilled water or isopropyl alcohol.

Check the Carriage Path

  • Open the printer’s front cover.
  • Move the ink carriage manually left and right.
  • If it’s stuck, gently push it to free any obstruction.

Reset the Printer’s Internal Sensors

If you still get the error:

  1. Remove the paper from the tray.
  2. Turn off the printer.
  3. Hold the Power button for 30 seconds.
  4. Turn the printer back on without paper in the tray.
  5. Wait for it to display a Load Paper message.
  6. Insert paper and try printing again.
