Product: HP DeskJet 2755 All-in-One Printer

when i print using the paper provided to me via the instant ink . it smudges when i highlight it. is there another paper option .

Highlighters can be an issue with inkjets, it is not the paper, it is the highlighter. I suggest you try a sharpie smudge proof highlighter before you change the paper. That is the solution that HP recommends in tech documents.
