My HP Officejet 4650 recently started to become non-reactive on a frequent basis.
Most of the time, the display stay lit but the touch screen doesn't work anymore and I can't use the power button to shut it down.
It also seems to be having trouble connecting to my router which it never did until recently.
 
I tried unplugging and doing a reset but that didn't do anything.

I'd like to help!

 

I understand that the touch screen does not work,

 

Try the below suggestions-

 

Let's try a power reset on the printer

 

Reset the product

 

With the printer turned on, disconnect the power cord from the rear of the printer.

Unplug the power cord from the wall outlet.

Wait at least 60 seconds.

Plug the power cord back into the wall outlet.

Reconnect the power cord to the printer.

Turn the printer on. HP recommends plugging the printer directly into a wall outlet.

 

 Also, try updating the printer's firmware -HP Printers - Updating or Upgrading Printer Firmware  

 

If the issue persists, I'd suggest you contact HP in your region regarding the service options for your printer
