HP Smart App for Windows 10 will not connect to my Office Jet 9015.

HP Recommended
HP Office Jet Pro 9015
Microsoft Windows 10 (64-bit)

 HP Smart continues to say it is not available.  I rebooted my printer.  I uninstalled and reinstalled HP Smart. The app reads my printer, but hen says the printer must be turned on (but the printer already is on).

Alternatively, I'd suggest you use the full-featured software and configure the printer. Use this link- https://ftp.hp.com/pub/softlib/software13/printers/COL96741/HPEasyStart_12_7_11.exe to download and install the software.
