Useless, annoying Scan to Computer is enabled popup everytime I start up my computer. How can this notification be turned off and still have Scan to Computer enabled at startup? In Windows Settings ScanToPCActivationApp is already OFF and Scan to Computer is currently unavailable. text is grayed out. However, even though Windows Settings shows ScanToPCActivationApp is OFF, Scan To Computer is actually active and working at this time. Confused, conflictiing....

Welcome to the HP Forums 🙂 I would like to take a moment and thank you for using this forum, it is a great place to find answers.
The message you're encountering when you boot up your PC is not an error per se; more just a built-in reminder that occurs when you configure Scan to Computer to automatically start when you log on to Windows.
I recommend running the HP Printer Assistant and disabling the automatic setting by unchecking the 'Automatically start Scan to Computer..' box as indicated below:
Ideally, with this unchecked, you can still scan as before and stop the recurring connectivity message.

Additional info I have not noticed in any other posts I've seen here: When my computers start up, the HP Scan To Computer popup initially indicates Scan to Computer is DISABLED, then after a few seconds that popup either changes or goes away and posts a new popup to show Scan to Computer is enabled. I would not want either of those popups to pop up when I start up my computer.

- Press and hold the Windows Key, then press “R” to bring up the Windows Run dialog box.
- Type “printmanagement.msc“, then press “Enter“.
- Expand “Printer Servers“, then right click the name of the computer and select “Printer Server Properties“.
- Select the “Advanced” tab.
- Uncheck “Show Informational Notifications for Local Printers” and “Show Informational Notifications for Network Printers“.

After I follow your instruction for 'printmanagement.msc' a Services(Local) window opens and lists many services alphabetically. After scrolling down several pages I find the following 3 services that appear to be related to printers. There iare no options available to:
- Expand “Printer Servers“, then right click the name of the computer and select “Printer Server Properties“.
- Select the “Advanced” tab.
- Uncheck “Show Informational Notifications for Local Printers” and “Show Informational Notifications for Network Printers“.
There is an option at the bottom to display Extended or Standard, which seems only to display or not the Start column.
The 3 Printer related services are:
Services (Local)
1. Service Name: Spooler
Display Name: Print Spooler
Description: This service spools print jobs and handles interaction with the printer. If you turn off this service, you won’t be able to print or see your printers.
Start: Automatic
2. Service Name: PrintNotify
Display Name: Printer Extensions and Notifications
Description: This service opens custom printer dialog boxes and handles notifications from a remote print server or a printer. If you turn off this service, you won’t be able to see printer extensions or notifications.
Start: Manual
3. Service Name: PrintWorkflowUserSvc_21bae3ee
Display Name: PrintWorkflow_21bae3ee
Description: Print Workflow
Start: Manual
Can you provide equivalent instructions applicable to my PC which is running Windows 10x64 1809?
I've seen this problem about "How to disable "Scan to Computer is enabled" message on boot..." discussed in various fora dating back several years. This was not a problem with my older HP AIO Printer C7200 series. Why does HP continue to insist on posting this annoying notification message which requires customer action to close at startup for newer AIO printers?
The "option" to stop ALL Notifications is not a realistic option; notifications about ink levels, out of paper, etc are very useful for some customers.

Good to hear from you.
Let's try this:
Right click an empty area of the Taskbar and select Task Manager.
In the Task Manager window, click on 'More details' near the bottom left.
Select the Start-up tab, then left click the entry ScanToPCActivationApp just once to highlight it.
Click the 'Disable' button in the bottom right of the window.
Close Task Manager and then restart the notebook for this change to take effect.

I have tried these fixes and none of them work i get a stupid popup as shown above. Now this hs just started as of late was there an update or something that went on I am about to uninstall all of this and not install any of the supporting HP products because if i'm low on one type of ink it will not print and NO I dont want to purchase ink from HP etc....

Not sure if you understood what I wrote I tried this and it DOES NOT WORK I still get the popup when my computer starts up. Never had this happen till lately has there been an UPDATE of any kind . And by the way I do not want to have to start scan to computer everytime I want to scan a document what you are suggesting by disabling means anytime I need ti use the scan to printer function I have to enable it manually REALLY
